12:03 Hi. I'm Heather Sheehan, 90 Railway Road. I'm a VIA board member, Village Improvement Association board member, and I run the Farmers Market, and we're a little more than halfway through the calendar year of VIA events, and so I thought I would just give you an update on what the VIA has been doing, and what I'd like to say is some of the successes that we're having. So we have, in terms of the farmers market, which will be my primary set of comments here, we're averaging over 90 vendors per market, which is bigger than we've ever had.

12:41 If we go back to 2023, we had an average of 73 vendors per market. We're up to 90, and we have a wait list of vendors that numbers anywhere from 25 to 40 vendors for every single market date. So we've become very popular. We have four years in a row been voted the number one best farmers market in Eastern Virginia by Virginia Living magazine, which means that we're competing with Williamsburg and the whole Hampton Roads area and all of that. So I think that's a pretty big accomplishment for a small town like this.

13:14 We have about 20 volunteers for every single farmers market. It's a very enthusiastic group that really enjoys, and I think has a lot of fun putting the market together. We continue to get great attendance and sales feedback from the vendors. We don't have a good way to count how their sales are doing or our attendance, but we hear the feedback from vendors that they're doing very well, and that they appreciate the attendance and their sales. About 30% of our vendors are new every year for the past several years, we have some nice churn going, and we think that's a good thing to keep people coming back to see new vendors.

13:52 We continue to enhance our website and our social media to keep the word out there, and to encourage people to keep coming to the market. So it's not the only event that we do at VIA. We have the Farmers Market, we have the concert, we have the Boot Sale, we have the Halloween Trunk or Treat, we have the Turkey trot. And I want to say thank you to the town for your continued support in letting us use the comments for all of these events. We think it really adds to our content, and we enjoy doing it.

With that being said, we're stepping up our patrol golf carts, making sure that they were riding where they're supposed to Have slow movement size, 16 years old in driver's license and the other thing we had an issue with is side by side ATVs. They are not golf carts. We stopped one other night. He didn't understand why because he had a sticker, town sticker for golf carts but it was a 2025 sticker.

Now back to you, what you can do to your physician, be that along with the town to see if they can consider. Right. Making 200 from one end to the other. If that's the case, then the town would have to provide it because we don't want to do it. Signage. It's a statement that's where it is and where it is.

If Justin has technical questions about a submission from a site plan or something like that, right now, he has to go out and get a bid. He has to come back to the council and all this. This is essentially a task order on call contract to a couple of engineering firms that allows him or the facilities, committee to reach out to, and they have the ability to answer questions and bill without having to go through the entire process.

So you're not gonna go to that one firm. So we have another, we think two firms is is, the ideal thing. This line item is currently funded to $15,000.
